Modify vs. Change
What Is Their Main Difference?
Both refer to altering something. However, 'modify' refers to slight changes for improvements, whereas, 'change' indicates transforming the nature of something to something completely new.
Differences
As mentioned above, 'modify' indicates small changes in behavior, a way of thinking, an idea, etc. in order to improve it for the better. Look at the following examples:
The chief manager decided to modify his claims on the issue.
Interestingly, the students refused to modify their views.
'Change', on the other hand, refers to altering the true nature of something. Look at the examples below:
They say I have changed. I say a lot has changed me.
It seems that we have to change our strategies and consider other issues as well.
Similarities

Are They Interchangeable?
Although they are both used in the same context, they cannot be used interchangeably. 'Change' is about the nature, whereas, 'modify' is about slight changes. Compare:

X In order to not get caught, you have to modify your appearance and look like a handmaiden.
As you can see, this one does not make any sense.
